In the 1980s, in response to the growing homeless and special needs population, MHDC began expanding its focus, and was among the first local developers to provide permanent housing to formerly homeless and very low-income adults. At the City's request MHDC acquired and rehabilitated two rundown hotels, Hotel Madrid and Hotel Parkview, known collectively as South Park Residence. After renovation, the on-site staff worked closely with the hotels' 84 residents to establish a variety of on-site programs which address the interests and needs of this unique tenant population. Today, this approach to management and service provision is known as Single Room Occupancy. In 1994, the South Park Residence received the National Association of Housing and Redevelopment Officials (NAHRO) Award in "Program Innovation: Direct Client and Resident Services."
